Air traffic controller staffing concerns have intensified in the aftermath of the deadliest American aviation disaster in more than two decades.Sixty-seven people are believed to have died when a commercial airliner and U.S. Army helicopter collided in midair just outside of Washington D.C. on Wednesday evening.
